Western Arkansas Planning &
Development District, Inc. is the Fiscal/Administrative Entity for
the Workforce Investment Act (WIA) in Western, Southwest, and Central
Arkansas. The District administers and financially plans workforce
development for twenty-five counties within the State. The Workforce
Investment Act was passed by congress in 1998, and it is the cornerstone
upon which America is building its future workforce. The goal of
the Workforce Investment Act is to create a seamless One-Stop delivery
system that will meet the needs of both employers and employees.
WIA is designed to give Local Workforce Investment Areas (LWIA)
control over creating its own unique system. A Local Workforce Investment
Board (LWIB) oversees each LWIA. The role of the LWIB is to provide
strategic planning and guidance to the workforce development resources
in a LWIA. WIA mandates that each area create a comprehensive One-Stop
Center/Workforce Center in each LWIA. Each Workforce Center is made
up of different organizations that have come together to form a
partnership where individuals and employers can come and receive
a wide range of education, training, and employment services.
